Lead inspectors from two FAA regions will discuss what the next airport inspection will look like after COVID-19

Michael R. Stephens
Director of Operations and Public Safety, Dane County Regional Airport
Michael Stephens currently serves as the Director of Operations and Public Safety for the Dane County Regional Airport (DCRA) in Madison Wisconsin, responsible for daily compliance with FAA Part 139, and TSA Part 1542. Prior to joining DCRA, Michael served as an FAA Airport Certification Safety Inspector in the Great Lakes Region. Michael Served in the U.S. Air Force as an Air Traffic Controller, and held positions at large, medium, small, and non-hub airports. Michael has worked for national consulting firms providing assistance to clients in airport operations, and security; he has served as an aircraft dispatcher and crew scheduling supervisor for a major regional airline, and senior airports director for the Aircraft Owners and Pilots Association (AOPA). Michael holds an aircraft dispatch certificate and has a Bachelor of Science degree in Aerospace Administration from Middle Tennessee State University.

Mark Cozad
Lead Airport Certification Safety Inspector – Central Region,
Federal Aviation Administration (FAA)

Mark Cozad is the Lead Airport Certification Safety Inspector for the Central Region. He began his career with the FAA as an Airport Certification Safety Inspector in July 2013. During his time in the FAA, he has lead three international workshops in Africa in an effort to enhance global leadership; countries include Burkina Faso, Cameroon, and Swaziland. In addition, he led an international workshop in Fiji on behalf of the FAA, working collaboratively with the International Civil Aviation Organization (ICAO). He recently graduated from the FAA’s leadership program, Program for Emerging Leaders (PEL). During his time in PEL he was Acting Compliance Manager (ACO-100) at Headquarters, and Acting Deputy Director for Airports Division in the Central Region (ACE 601). In December of 2018, Mark was named the Lead Airport Certification Safety Inspector for ACE.   

Mr. Cozad holds a Bachelor of Science in Aviation Systems Management with an emphasis in Aviation Management from the University of Nebraska-Kearney and a Master of Science in Aeronautics with an emphasis in Aviation/Aerospace Systems from Embry -Riddle Aeronautical University.

Tricia Halpin
Acting Manager, Safety/Standards
Lead Airport Certification Safety Inspector – Great Lakes Region
Federal Aviation Administration (FAA)

Tricia is currently the Lead Airport Certification Safety Inspector for the FAA in the Great Lakes Region. She had been a Certification Safety Inspector in the Great Lakes Region for the past 28 years.

Prior to joining the FAA, Tricia worked at Chicago O’Hare International Airport for thirteen year, her last position held at ORD was Chief of Airfield Operations.

Tricia is currently the focal for Airports Line of Business for Runway Safety with the Great Lakes Region. These duties include investigating vehicle pedestrian deviations at towered general aviation airports.
